Net-CIDR-ORTC version 0.02

This module implements Optimal Routing Table Compressor (ORTC) algorithm as
described by Richard P. Draves, Christopher King, Srinivasan Venkatachary, and
Brian N. Zill in MSR-TR-98-59 technical report.

This module intended for off line data processing and can be used as
preprocessor for various CIDR (ip prefix -> value) maps. For example it can be
useful for decrease size of maps used via nginx geo module (http://nginx.org/r/geo).

INSTALLATION

To install this module type the following:

   perl Makefile.PL
   make
   make test
   make install

DEPENDENCIES

This module tested on perl5.10 and later and uses only modules bundled with
perl5.10.
